No — it is supplied empty. That lets you stock it against your own risk assessment and restock from refills later without buying another bag.
Which colour should I choose?
It is a functional choice, not cosmetic. Green carries printed first aid signage so others can identify it; blue has five external clear pouches so priority items sit visible on the outside. Red is the third option in the same size.
Soft bag or hard case?
