Where a hearing protection sign belongs in the control hierarchy
Near the bottom, and that matters. PPE is the last line of defence in the hierarchy of controls: eliminating the noise, substituting quieter plant, engineering controls such as enclosure and damping, and administrative controls like rotation all sit above it. A sign requiring hearing protection is an administrative control pointing at a PPE control, so it is the answer only once the options above it have been worked through. What the sign does well is mark the boundary. Noise-induced hearing loss is gradual, permanent and painless while it happens, so people genuinely do not notice the exposure - a clear line at the door of the compressor room or the press shop is how they remember. Place it at every entrance to the area, not just the main one, and make sure protection is actually available at that boundary.
